NSCA Announcement re Rule Changes

Dear fellow Solo Sailors and Members of the NSCA

Most, if not all of you, will be aware of the initiative to review the rule changes around certain aspects of the Solo, to ensure it remained in line with the wishes of all us who own and race it.

I do not propose to enumerate the changes that were under consideration here since these have been rehearsed and debated at length elsewhere.

Suffice to say, at a recent general committee meeting I was directed by your committee that all but the consideration of reducing the hull weight by 3kgs, should not proceed to a full ballot of members.  The rationale was that none of the proposed changes were likely to achieve the requisite 2/3rds majority.  Your committee on review of the feedback resolved that the changes were inconsistent with the ethos of one-design racing that we all enjoy.

Plans have since been advanced to prepare for a ballot in connection with the proposed 3kgs reduction of all-up hull weight.  The sharp eyed among you will have seen a notice of our intention on our website on the 24thOctober.

Since then, new information has been passed to us by the Class Ruling Authority, namely the RYA.  In essence the RYA have made it clear to us, that even if the proposed rule change succeeds in obtaining the required 2/3rds majority, they are unable to confirm that they would then ratify it.  They have said they have significant concern about the effect this [3kg reduction in hull weight] would have on older boats and sailors.  They report that of the certificates that have been either issued or renewed since 2013, 42% of the fleet would be disadvantaged by that change.

In light of this, I have again sought the advice of your general committee.  They have resolved that in the circumstances none of the rule changes thus far under consideration should proceed to a members ballot.  Key to this decision has been the overriding need to give you, the members, a definitive position and remove any confusion which may prevail.

In all of this, both myself and your committee have acted with the best of intentions.  No-one has a monopoly on the passion we all share for our class.  I am most grateful to all of you who have given us feedback.  To those who have an appetite to review modest changes to the class, I am sorry you have been disappointed.  However, it is clear that none of the initiatives would likely be ratified by the RYA, they being the Class Ruling Authority in this matter.

I would like to thank you all for taking such a keen interest in our review.  It remains for me to thank my fellow committee members.  Both they and I will continue to strive to do our best for all of us who love racing our most excellent National Solo.
